Vida 2014-D installation diffculties.

First I installed VIDA All in One on a Win7 32bit,4GB ram after many difficulties, it runs OK on my 2007 XC70 but kept giving me errors when I try to run it on my 2007 S40. I also installed the VM version of VIDA on this laptop ,it runs super slow due to 4GB ram but same as Vida All in One, it runs good on my XC70 but gives errors when I try to run on 2007 S40.
second I installed Vida VM on a Win7 64bit,8GB ram laptop, I got it running OK on my 2007 S40 and cleared SRS light. The Vida All in One install on this laptop does not
work and that is why I reaching out here for help. Installing Vida all in one goes smooth and without errors,it generates the 4 icons on desktop but when I run the all in one, the logon menu never show, instead "This page can't be displayed" message is shown, so I am stuck here. I really like to get the All-in-One work on this laptop and appreciate any hint to bypass the above error. I have made sure the netframework 4.7 is uninstalled.

I tried VIDA 2014D UX3.exe, it did not help.
When I run Vida All-in-one, with network cable not connected, I get " You're not connected to a network" the http://localhost/vida is what it can not open.
When I run Vida All-in-one, with network cable connected, I get " This page can't be displayed" clicking on " fix connection problems" lead to problem found: The remote device or network won't accept the connection, the detail is:The device or resource(localhost) is not set up to accept connections on port "the word wide web service (HTTP)"

The culprit was ie11, turned it off in Windows installed features, then tried to download ie9 but none of many flavored ie9 downloads installed on my Win7 64bit.
Tried a different approach, looked at installed updates and then uninstalled ie11 and rebooted, ie downgraded to ie8. Ran Vida All-in-one again, this time boot menu show and I could successfully logon Vida.
Afterward re ran ie9-Windows7-x64-enu , it installed on my Win7 64bit computer and Vida runs good too.
So turning off ie11 in Windows installed features would not do the job here, got to browse thru installed updates , find ie11 and uninstall it.
