T8 charge rate

I know that the T8 should charge at 3.5ish kw per hour if plugged into a level 2 evse (16 amp x 240 volts). Mine seems to charge at that rate (empty to full in a little over 2 hours) sometimes, but of late it is taking two to 3 times as long. This is with either plug at my house (volt and XC90) or public charging. My volt charges at 3+kw per hour do it doesn't seem to be the evse. My battery charging does not keep up with preconditioning usage even when plugged into level 2. Could it be the temperature causing the very slow charging or is there something wrong with the charger in the car?

The temperature of the battery and coolant system seem to influence the charging speed:
- On sub-zero outside temperatures, charging the car immediately after using it: Charges as expected at 2.7+kW/h (I'm using a current meter to check)
- On sub-zero outside temperatures, charging the car after it cooled down (typically overnight, but not always): Charges at half the pace (1.5-1.7kW/h)

Conclusion: plugging in after having driven the car ensures "normal" charging when cold outside.

Good validation; I'd noticed this too when plugged in at ChargePoint outside in high 10s/low 20s. It was the first time I'd tried that EVSE and I wondered if it was the EVSE or perhaps the T8 tolerance/safe rate given temp. I suspected the latter given that when I tested the EVSE by engaging pre-conditioning there was enough capacity in the EVSE/line to meet the induced higher demand.

Thanks. My commute is 6 to 8 miles each way. I usually use a splash of gas each way when the car insists on starting the engine. It does not warm up, so I consistently have a cool to cold battery this time of year. I was hoping that this behavior is normal.

On a somewhat related note, my battery has been draining crazy fast in the sub-freezing cold. Like yesterday, it was on the last minor tick mark when I got home. My commute consists of: approx. 10 min preconditioning (no or minimal battery drain), one mile drive to station, ten minutes remote start, one mile drive home. And because it was so cold, the ICE was running most of the time. So that's over 95% utilization in two miles of driving and remote start. In good weather like we had a couple of weeks ago where it got into the fifties, I'm pretty sure I got the expected range of 15-18 miles.

I recall last year having a discussion about how long one could sit in a parked T8 in cold weather with the heating on and if this above example is indicative, I'm thinking my car would only be able to do it for somewhere around half an hour or so in frigid weather and that's with a full battery.
