Ok so what was better than the Rosso in 2004?

I seriously doubt Volvo said "hey lets put a really expensive tire that sucks on the R".

For what was on the market at the time I'm sure Volvo engineers came to the conclusion that it was the best fit for the car at the time.

The tires don't "suck" in general. They were and remain (with updates) decent tires.

They are NOT a good MATCH for the R. The way 4C works, they massively exacerbated the side hop on these cars. Remember, 4C is adaptive damping, and it reacts to the motion of the wheel and car. The tire is part of the damping system of the car. The damping characteristics of the rossos do not play well with the 4C algorithm.

Check the archives. There were plenty of owners who swapped their PZeros for better tires in 2004/05. Like a number of us have said, the PZeros may be a great tire on other cars. They don't match well with the R.

Ford Pintos often blew up when rear ended. Think the engineers thought that the Pinto's lack of structural integrity was a "best fit" with the gas tank at the time? Who said the engineers chose the PZeros and not the bean counters? Do you think engineers always get their way, don't make mistakes or cut corners to accomodate design teams, accountants, management, etc.?

Tire choice goes to the lowest bidder for what functions for the job needed.

Similar to construction jobs, the bidder that can get the job done at the lowest price usually wins.

They need a tire with the correct speed rating, and load rating.

If one tire was a dollar cheaper. Thats 4 dollars per car, multiplied by however many R's were produced.
