My 2017 S90 suddenly lost the ability to connect to a mobile hotspot and communicate via On Call.
When I tried to re-add a hotspot through the menu, absolutely nothing happened. Restarting the car didn't help.
I found the solution and am posting it in case anybody else has the same problem.
To fix it, I needed to remove the power to the communications module, which is in the back of the car.
To get to it, lower the right hand passenger seat and then lift the boot/trunk lining that you can now access.
Under the lining, there should be two modules - a larger one with several cables and a smaller one which takes a personal SIM card if you use it.
On the larger module, there is a large connector with several wires, in the middle of the module. You need to remove this connector by pushing the locking clip which is underneath and towards the middle of the connector while wiggling the connector so that it releases.
I also disconnected the connector to the smaller SIM module but I suspect this is not necessary.
Leave about ten seconds and then re-connect. That fixed it for me.
I suspect the software had locked up and it appears there is no "watchdog" to reset it automatically, so it freezes until the power is removed.
Hope that helps someone else - I was expecting a large bill to replace the module and was really pleased that this solution worked.
