flashing parking brake light

The electric parking brake seems working physically. But the parking brake light is flashing all the time. Also parking brake service required error message is on as well. I checked all the wire between switch and PBM. The signal wire between cem and pbm. Wires between pbm and motors. All wires are good.
The resistance between two wires on the motors are about 1.x ohms.

I checked two wires from pbm to motor, disconnect from motor and connect on pbm. No resistance? Kind of strange. Is it normal? Car was off. Please advice. Thank you.

Disconnect from motor and pbm, those two wires has O.L resistance, which means wires are not shorted.
I double checked resistance between pins 15 and 30; 13 and 28. Both O.L. So the pbm is not shorted

I do not know about the brake light flashing. brake tail light flashing only or the 3rd led brake flashing also.
Tyr a battery reset. The following is FYI, If you have the following symptoms and codes, replace the PBM. The PBM is located in the left rear trunk area. You will need a better code reader to read/erase non ECM codes.

I have vida dice. I have the wiring diagram as well. That is why I am able to test all individual wires.
I don’t quite understand how the pbm works.
based on the test results this morning. Since the two wires go to the actuator motor are closed all the time, which means motors have power all the time? That does not make sense. I did hear relays inside the pbm make noise when I reconnect the pbm.
I have all the codes you listed. I bought a used pbm from ebay. It is able to engage and release the brakes. But the warning light (parking brake) on the dashboard is still flashing after replacing original pbm which did not work.
