I looked into this at one point. The general conscience was that the stock one is very good.

Chris, that is because of the size of the turbo. The stock K24 cannot move enough air to sustain that level of boost to redline. Now you are seeing the reasons why a turbo upgrade is profitable

exactly. it takes a lot more air to hold 20psi of boost at 6k than it does at, say, 3k or 4k.

A tune will help, but ultimatly with the stock turbo, you won't be ablet o hold max boost through the entire rpm range.
I think modder tried a race actuator from FORGE that they said worked on "all volvos" but in the case of the R it didn't. don't think anyone makes one that is easilt capatible with the R, but I could be wrong.
