Brake lights stay on/ tail lights wont turn off 1990 240 DL

Hello this is my first post so please be patient with me. I have a 1990 volvo 240 DL wagon that I have been restoring. I have run into an issue where the brake lights turn on even without the pedal depressed and I have no tail lights. This issue persists even with the key out of the ignition so I have to disconnect the battery. The only replacement I have done on it so far was the blower motor and it works as should. What could be the issue, wired something wrong, brake light switch? I'm not sure but am struggling to find any answers online.

Remove fuse 7 and see if the brake lights turn off.
If yes, brake pedal switch E, wiring diagram, could be stuck closed.
Brake pedal switch #11 parts page 3544691, ipdusa.com has it.
Check that brake pedal switch terminals are not touching.
Brake, low beam, tail light pass thru #6 bulb failure unit.
#6 bulb failure is probably not an issue because #6 bulb circuit needs to be activated
with 12 volt to pass thru #6 for that circuit to turn on.
I added bulb failure wire diagrams that use #6 bulb failure sensor.
