94 turbo 850 Volvo wagon, sunroof, 2.0, 6 cylinder engine, mileage 124,530. Currently inspected, drives great but needs a new turbo. Body is good, minimal rust, no dents. NADA book value is $4,375 Clean retail, Clean trade-in $2,700, and Average Trade-in value of $2175. Selling for $700 due to the fact it blows smoke and I believe needs a new turbo (I have the part). I'm not sure... It could also just need a PCV system

Well since clean trade in is about $900, I wouldn't trust this as far as I could throw it (or the seller)!
Either you don't know how to read these books or.... you just made a mistake

like JRL said, the fact that the guy wrotw 6cyl engine, means you should be very sceptic. If you get the car and the turbo for $700, you could probably get it all back in parts, worst case scenario. Could be a real driver to, for all I know. anyways, tread carefully.
