Have you asked IPD? I'd check with them or with Eastern Aerospace.
You also might want to call some company direct, like Eibach. I know a guy who had some done for his Passat, that he specced in the spring rate and the height. They custom made them during some downtime at the plant from the way I heard it. Eibach might do something, or might consider doing something.

S.A.M. Steffansson already makes a whole variety of parts for the Volvo S60. They have a Sport Spring Kit that can lower your S60 3.5 cm (1.4-inches). The optional Volvo factory Sports Suspension for the T5 only lowers it 2.5 cm (1-inch). They also have a chip that can bring the 2.4 up to 180hp. They have chips for the 2.4T and T5 that will bring the horsepower up to 240hp and 290hp respectively. A fully modded S.A.M Steffansson S60 T5 will have close to 310hp.
Check out there website:
S.A.M. Hey - The S.A.M. Steffansson Volvo S60 Parts website shows a 290 HP ECU chip upgrade for the S60 for 6520 Swedish Kroner (~US$666)! Does anybody know if this is a chip for the newest S60 247HP motor??? And... How easy is it to deal with these people overseas in Sweden? I recall in the past that the Swedish supplier (TMK?) of chips to IPD refuses to sell to U.S. customers.

The 290hp ECU upgrade is for the newest Volvo S60 T5 motor. S.A.M. recommends that you do the full upgrade to get the full potential out of the chip, which gets up to 310hp with all their mods.
Coyote Motorsports in Tulsa Oklahoma now imports S.A.M. products. They sell all kinds of aftermarket products for Volvo, that are made by S.A.M. The ECU upgrade for the 247hp T5 engine costs $999.00 US dollars. They don't have listings for the S60 yet. You can look at all of their stuff at:
Coyote Motorsports
-Drew
I spoke with Coyote Motorsports about a week ago and then discovered, as you have stated, that they are selling/importing S.A.M. parts. Even said that the parts might be shipped directly from over-seas (i.e. S.A.M.) Maybe I'm missing something but I can't figure our why someone would pay a premium to Coyote when you can go direct to S.A.M.
I have found S.A.M. to be quite responsive to the e-mails I have sent
