Sorry to disappoint you, the wheels aren't damaged. However, they are covered in tar, and "bug and tar remover" doesn't work for getting it off. I'm considering sanding them down and repainting them...

Anyone gotten a good color match before? Where from? Should I have it made at a paint shop?

Did you try 3M's adhesive remover spray? That stuff is amazing. But yeah, if it's really on there, might as well just sand/repaint, sadly.

I really think they're due for a recondition anyway. There's a little bit of rash on one wheel that I want to go away... I could fix it in the process.

The only exact paint match are the Volvo spray cans in wheel paint
There is no color code for a body shop to match

Try using a clay bar. Or some Stoner Tarminator.
