I bought a used wheel and it has yellow areas between the spokes and little black specs that seem to be tar or something. Is there anything that could take this off without ruining the finish?

The yellowing may come off with some wheel cleaner and a scrub. The black bits I've gotten off safely with clay bar, but I've always wondered if there is a less time and elbow grease consuming method.

I know it's an old post but for the black bits (tar) use petrol in a spray bottle and give the wheel a good coating. Leave for a while and it should come off with either a brush or cloth.

cleaning tires

I used Eagle One for plastdipped wheels MUST BE THE COLOR CHANGING one, theres 4 kinds

Its AMAZING engine bay detailer, and the BEST for removing fall out [ie contaminants in the air, like iron]

Its fun to spray it on white car, totally clear, and within seconds it turns purple!! spray it pff!:p
