It looks like something you'd see on an old American V8. I would guess that something like that is only used when racing to bypass the rest of the exhaust system.
That is what it is for but what is the use if it is bolted shut, it should have controls inside the car to open and close it when it is needed, unless you get down under each time and remove the wing nuts and plate.
JWKC:

I wanted to put one of those in my 1997 850 T-5 last summer but, I was a bit scared. JWKC your brick must sound crazy! I was wondering if it was possible to install one of those on a N/A 1996 Volvo 850. This n/a Volvo has no after market exhaust work done to it. Where can I get a hold of one of those cheater/dump pipes? I noticed that you put yours right after the heeder (good job I'd do the same) so how's it running when the wing nuts are off do ya shot flames???

Thanks a million:

That dump might work well for a turbo car (does require a lot of back pressure), but I would be careful putting it on a N/A car. N/A cars need back pressure from the exhaust. At best you only lose a little bottom end, but at worst the car won't want to run. Just keep that in mind before you go putting in the dump valve.
