Yes..
That is if the temp reading failure is a result of a bad sensor. If a temperature sensor is broken it can give an extremely low reading to the ECU, something like minus 40 degree. With these temps I don't think the ECU will allow the turbo to spool that much so it will probably prevent the turbo from delivering boost. There are a few ways to do this.
But this has nothing to do with the mentioed issue...
