You'll never suck water up through that hose unless the forward intake gets completely blocked.
Lasr year at waterfest during all that flooding in NJ, there were quite a few hydrolocked VWs which had cold air intakes. They were the ones where the stock airbox is replaced and the filter is moved down low in the fender. Some people saved themselves by removing the intake and clamping the filter on, or by just waiting it out. It really doesn't take much water.
