1) Is 240 touch up paint still available at the dealer? Is there another source for it? One of mine is white and the other is gold.

2) I installed a big tach/little clock kit in one of my 240's. Is there a light bulb in the little clock? If yes, what kind is it and how to I access it?

It was available as of January of last year. The previous owner of my car bought it for me, cause there are many many chips here and there. You just need to know the color code.

there is a light in the clock. it is the little tabs at the top of the clock, it needs to be replaced as a bulb/holder unit, I am not sure where to get it.

why are you insane? you simply go to the junkyard and get handfulls of them, along with fuses and other odds and ends, then sell them to your volvo buddies for a small markup, but make it cheaper then getting it from a store, the stealership, etc. the holder itself is black plastic. if you dont want to go rooting threw the junkyard then simply go to NAPA or some other well stocked auto parts store and bring the bulb.

have you actually tried this before? Reason I as is integrated bulb/holders and instrument cluster bulbs/ leds are not very generic, and in many cases, a NAPA or the like will not be able to help you out.
