Is that true? It feels like they "turn off" after 20 minutes or so, then warm again if turned back on. Is this their intended operation? Thanks!

They have a THERMOSTAT
They will come back on again if the seats become too cold.

Yup, and for examples of what happens when this thermostat fails, all you have to do is look at an 04-07R and see the burn marks in the seats.

I think most of the seat heater issues have been caused by a break in the heating element rather than a faulty thermostat. This has been a problem on Volvo's seat heaters since the 850 - happened on my '94 and luckily I caught it before it burned a hole in the seat cover.

I've seen a few cars over the years with the smoking farthole burned into the seat. Glad I never was sitting on one when it got that hot!
