generally rebuilt parts are of equivalent quality. some parts you actually cannot buy "new" easily (alternators for example)

the one linked is under 200 bucks - you could probably change it yourself as well.
 
by the time you tow it and such you are going to be at the same price - have it done at the dealer but ask them to see if they could do it with a rebuilt unit instead of new.

2 hours of labor sounds accurate as it is probably a 90 minute job. good shop rate too.

They charged you for 1/2 hour. Not sure what their current hourly rate is but it should be about $120
