It's an engine mount.
With the older V/S70's it was mounted against the firewall but I think Volvo made this construction to lower engine noise levels and maybe to protect the firewall construction from peak load at engine mount point during a head on collision.

So if the S60 doesn't come with a sway/struct bar, where can I buy one? or that s60 doesn't need one?

I don't see an S60 or 2000--> V70 in there.
There's just very little room for a strut brace.
On my carI can see marks of the hood isolation touching the "brace" already and this "brace needs the play is has to dampen the engine movement.
You could fabricate a fixed strut brace / engine mount but I'm afraid it will tear down the rubber inside the engine mount and it will pass on a lot of engine noise to the drivers compartment.
