Is the black bar in this pic a strut brace? If so why is it mounted as such. I've never seen a strut mounted to the side of the tower. Does it serve another function?

It's an engine mount.
With the older V/S70's it was mounted against the firewall but I think Volvo made this construction to lower engine noise levels and maybe to protect the firewall construction from peak load at engine mount point during a head on collision.

would it be bad to somehow integrate that type of engine mount and strut mount into one piece?

The "black Bar that you see is to limit body roll by reducing the play in the struts. It's normally called an anti sway bar.

So does our car come with sway bars standard or do we have to buy them like BMWs normal 3 series?

So if the S60 doesn't come with a sway/struct bar, where can I buy one? or that s60 doesn't need one?

I don't see an S60 or 2000--> V70 in there.
There's just very little room for a strut brace.
On my carI can see marks of the hood isolation touching the "brace" already and this "brace needs the play is has to dampen the engine movement.
You could fabricate a fixed strut brace / engine mount but I'm afraid it will tear down the rubber inside the engine mount and it will pass on a lot of engine noise to the drivers compartment.
