My 99 V70R has been acting up. It has decided not to start. It does not crank, but has power. Battery tests good, and B+ cable is good. I have a voltage drop of only .01v from battery to starter. The signal wire has 8.5v when connected to the starter and key turned to start. Signal wire disconnected gets 12+v. Suggestions...

Try jumping across the starter solinoid bypassing the ignition to rule that out, if it doesn't crank, possibly a new starter is in order?

Right, I failed to mention that I pulled it out and bench tested it as well and it clicks over and spins up.

starter relay, even if signal wire is getting some voltage, might not be enough.

So I thought I would catch up on old posts that finally got resolved. This issue ended up being and issue with the wire going from the immobilizer and the ecm. Replaced the entire length of wire and terminals on that section and problem solved.
