I think the new law only affect those who take delivery in 2023 right? For people who can get a car in 2022 the credits would still stand. But given this is the OSD section, chances are slim.
No, see the post above yours. As written the bill requires "Final Assembly" in the US, effective as of the date the bill is signed unless you have a binding contract. Unless you already have a binding OSD contract or can find one on the lot this week, you are out of luck.

What's being reported is the loss of tax credit for non-US assembled vehicle is immediate.

"If you buy an EV assembled outside of North America after the bill is enacted but before the end of the year, you may not get the current credit as the final assembly requirement goes into effect at enactment..."
