I have rolled rear fenders, a noticed a little bit of the paint chipping on the inside edge. I'm wondering what is the best way to attack this before it gets really bad?

Sand it and buy some touch up paint. Bout all you can do. Probably cracked the paint during the rolling process plus I'm assuming you are in a state that salts roads maybe?

get ALL the rust off, use a bare metal prep then glazing / spot putty to fill irregularities. Wet sand, Prime and finish wet sanding. OMO

As has been said, sand it right off! If it is on the inside, apply some kind of sealant (say zinc spray) and then apply (as you shouldn't be able to see it) some underchassis coating (rubberized) in order to prevent stone chipping...
