So I was cleaning the inside of my wagon today and I folded the rear seatbacks down to have a flat surface. When I tried to put them back up, the rear seatbelts are in a lock mode where it's preventing the seatbacks to fully rise up. wtf?
It took unbolting the lower bolt of the seatbelt (under the seat base) to release the lock and be able to raise the seatback to normal positions. Am I missing something? Is there a trick Volvo safety thing that I'm not getting? Please help a noobie
Thanks!

Just one of those "Volvo" things, apparently.
I did that about three times before it dawned on me to clip the belt into the
latch before folding the seats...Then you'll have plenty of slack and it won't hang up.
That's the simplest solution that I've found.
If someone has a better way, Sing Out!

Consider yourself "lucky" that you were able to fix it. The front belts got stuck on 2 of my Volvos in 1 week (2 different cars with 50k difference in mileage ).
I had to replace the whole "unit" on my T5M & the part alone was over $200. I don't drive the '99 much, but it will get fixed soon, also.
These cars can be somewhat like a wife
 .

Sometimes the other reason (mine just did this) was the "botton" on the belt was missing so it tightened right up
Check your buttons!

My T5M could not be "saved", as I had a look at the way it was tangled up, but if I can double check something on my '99, I'm "all ears"....
Thanks

A many times as I have the rear seats down I have never had this problem; but I will watch for it now! When I lower the rear sets the belts seem to be loose in footwell/adjacent seat so maybe not recoiling into that "problem" zone. I have the buttons also.

I almost cut the belts with my frustration, luckily as I looked around, I found that the lower end of the belt was bolted to the body under the seat base. All I did was unbolt that and voila! I was able to get some slack again - like nothing happened... Go figure...

I had the middle back belt lock down and had to cut it to get the seat up. Could not get to the bolt to undo it. Buttons fell off mine a long time ago.

I had same problem while I repairing the broken latch on right-rear passenger seat. There is suppose to be a little plastic button in the middle of the seatbelt material to keep it from returning too far into the reel when you fold the seat flat. If it's not there, and you fold the seat down flat, the seatbelt can retract too far and won't let you pull it out (until seat is upright again). To fix: simply remove the seat bolster (pull up and out), then you can easily access the seatbelt anchor bolt (mine was 14 or 15mm). Now, you will have enough slack to put the seat back into the upright position. Once it's upright, you can pull the seatbelt out a little ways and look for the hole in the material where the little plastic stop button used to be. Volvo probably has this part, but anything will work - I just put a pop-rivet in to the hole (holding two tiny washers - one each side of hole in the material).

I found this excellent write-up on answers.com from a helpful Volvo-soul:

First off, this can happen when a small plastic pin (usually to position the seat belt male latch) falls out of the seatbelt or when you fold the rear seat down without carefully pulling out a length of seat belt first - YOU MUST DO THIS - pull out a ength of seat belt before folding down the seat or the latch will lock the belt in position as you push the seat forward into the folded position. THE BUTTON STOP ON THE BELT ONLY acts as a stop when the seat gets folded down, to prevent the belt from getting pulled in. However many V70s already actually have the belt stop in place but it still happens (just happened to me yesterday and hence I know how to fix it).
Once the seat back is horizontal, there's no way to pull the belt back out since the jerking movement to push down the seat is telling the seat belt latch to lock as if in an accident and once locked it needs the seat back to rise first before it will reset and open the latch. So the taught belt is now holding the seat in its folded forward position and wil no release. Catch 22 so to speak.
Part 1: Getting the seat back upright again: My garage was going to remove the whole seat to try and fix this until I found this tip -
This works ! - Unbolt the belt anchor bolt from where it is attached between the seat cushion and the wheel well next to the floor This is a threaded bolt with no internal nut. Luckily this is accessible when the seat is folded down or better you can lift out the side seat trim carefully by simultaneously pulling upwards and the top of the padded trim towards the front seat to disengage the two mounting points. The seat cushion needs to be held away or moved up if possible, which makes it a little cumbersome. But in the end this fix takes less than 5 minutes if you have a 13mm socket and ratchet.
Part 2: Preventing this from happening again:
A. If you're ambitious, try to get the part from Volvo (good luck) BUT you do not need it if you follow para B) below and pull out the belt length before folding down the seat
B. Get what's essentially a plastic rivet - two parts that snap together with a pin Many new Volvos (like mine) already have this in the belt anyway as a positioning stay for the belt male connector BUT it is still likely to happen to you unless you PULL OUT A (3 feet) LENGTH OF SEAT BELT BEFORE YOU FOLD DOWN THE SEAT to be sure - otherwise the belt jams in its final horizontal position and prevents the seat being lifted up again. Do this and you will not have this problem ever.
C. Anything that makes the belt about 1/8" thick at that point
You can usually find the hole/spot where the original pin used to be. If not, just put it within a 1/4" of the slot when the seat is upright and the belt resting against the seat back.
From my experience this C) answer however will not stop the situation happening again unless you pull out a length of seat belt before you fold the rear seat down as the pushing down movement of the seat locks the latch onto the belt as if in a traffic accident.
It works, as does the fix.

I walked in to a dealer and they were able to find it for me. They even had them in stock. Just remember it needs to be a small one that can slip through the buckle rather than the normal large one that's on every belt.

Here's a picture that shows both on a P2 car:

IDK if that's an actual fix to the problem. I have the buttons on mine and they are currently stuck lol.

Best way to fix it I found is just jiggling it and pulling back and forth over the course of 2 or 3 beers. But I will latch the belts before I fold the seats down next time.

Well, I only got mine to roll out when I took the cover off and pulled it straight up. A few degrees forwards or backwards, and it stuck again. Put a torx screw through it until I get a button, and I works great for now.

I'll have to keep an eye out. Knock on wood, I never had an issue. Watch, next week mine will get stuck for sure.

Part Number

Sorry for bumping, I just had and temporarily fixed this problem. Anyone have the part number for the little button on the seat belt?
(first post as a ss newbee, be gentle)

part number is 9194823, I found some on ebay for a couple of quid.

had the same issue when I folded the rear seats and had to pop out the side cushion and undo the bolt to get the seat back into position, before the belt would release.
