have a 01 S60 2.4T with about 52K miles.

My brakes seems to pulsate (for lack of a better word) when I'm braking and when I reach about 20 to 30 MPH.

It's NOT the pulsating from the ABS system.

Could it be the rotors?

Warped rotors. Replace or if you want to do it cheap try turning the rotors. If you replace the rotors get some brembos or good quality rotors. Some of the cheap 3rd world rotors aren't straight either. Forget cross drilled its a waste of money and they crack easily. As someone mentioned just as well replace the pads as it won't cost any more in labor.

I was leaning towards the rotors but just wanted to make sure.

no need in spending needed cash.

Hey guys.

I changed the rotors with some Brembo's and ECB ceramic brake pads and still have the same pulsating problem with I brake and reach about 20 mph or less.

help!

Obviously you have another problem.
Rotor chatter gets WORSE, the higher the speed, at 20 or less, whatever you're feeling is NOT a rotor
If you have a bent wheel or a bad tire (cord) you tend to feel it more at lower speeds

Tires are new (Less than 10K miles)

I would also think that if the tire or rim was warped or bent I would feel it at higher speeds during normal driving and it drives and responds fine.

Nor necesserely and your tire could be one WEEK old, doesn't matter

If you do the brakes, make sure you do the rotors and pads at the SAME TIME. Otherwise you'll be sure to keep your pulsing. The S60 rotors actually wear out/down with the pads. If you replace just the pads they will conform to the old rotors and will then pulse on new rotors. If you first replace the rotors, they will begin to wear and then not be in sync with new pads.
