I am presently sitting in my Volvo dealer with my 2018 XC60 getting its one-year maintenance. They are updating all software for free except for PA, which they said will cost $139. They said I will have to come back, since PA3 alone takes hours to download. Has anyone gotten PA3 and is it worth it?

i doubt that any car has storage large enough to save a file that takes hours to download. perhaps the dealership only has dialup, i suppose that is a possibility.
recently, on the latest trip through the dealership service bays, there appears to have been some sort of update to the assist function. seems much more aggressive in its lane holding efforts. and different "hands on wheel, sir" warnings. lots of bells and whistling now before disconnecting.

This is only an upgrade of IntelliSafe Assist. The offer applies only for customers who already have IntelliSafe Assist and Sensus Navigation as retrofitted accessories.

Does not work for customers who have IntelliSafe Assist and Sensus Navigation installed directly from the factory.
