Today i found oil or BLACK BLACK OIL all over the the inside of the rim and wheel well what can this be ? (on the passenger side) Am assuming time for cv axle.

Yep. Boot. Do it soon before the axle joint gets dry and goes out.

Yeah you gotta do it right away because if dirt gets in there it'll ruin the bearings.

My mechanic has this air compressor tool called a quick boot or something and he can just spit a boot onto the cv just by taking it out of the hub its really cool

If the boot can take it why not? YMMV. In my experience with the S40 it's very common for the inner boot to go before the outer. For this reason alone I'd pull the axle & do both. It's also easier to see & clean thoroughly.

Make sure it's the axle by cleaning the inner or outer boot and looking for a tear. It can also (though not as likely) be the passenger side engine mount leaking fluid down the chassis - then the axle flings the oil everywhere.
