The V70 was sent to the dealer last night on a flatbed for a "reduced engine performance" warning. The tow truck driver asked me to put it in neutral so it could be pulled up onto the bed. The car has PCC and I could not get it into neutral without starting the engine. How does one roll a PCC equipped car forward or backwards without starting the engine? Looked in the manual and there is no mention of a transmission lockout release.

There's no shiftlock release on my 2007 either, though can shift it with the engine off and they key in Pos I with a little finesse (tow truck driver did it the other day for me). You'd probably want a dolly or skates under the front wheels. You'd jack the car up and slip those under to protect the drivetrain. I believe the rear wheels are disengaged (open differential) when the vehicle is off but I'm not certain.

Trans lockout

Turns out there is a lockout release behind the vertical console under the rubber liner. Stick your key and unlock transmission to shift into neutral with engine off.

Just put the ignition in position II (RUN) without starting the car and you can move the shifter as normal.

Not with cars equipped with PCC.

IIRC, pressing Start without depressing the brake pedal is a PCC's "Position II".

That was the first thing that I tried. Does not unlock the transmission. Thus the lockout behind the console.

Pressing START without your foot on the brake is Position I (accessory). Push START twice without your foot on the brake and that is Position II (run).
It's in the owner's manual folks, not rocket science...

Sorry Warpedcow but pressing the start button twice with foot off of the brake turns the car off, so perhaps it is rocket science.

I believe the key (no pun intended) is that a keyless drive key fob must be inserted into dash in order to make this work. Pressing and holding for several seconds will turn the accessories on w/o starting the car. Pressing the start/stop button twice with the keyless drive fob in ones pocket only turns the car off.

Not rocket science, but I couldn't blame someone for likening it to magic. With your foot off the brake pedal, hold the start button for a second or so to get IG-II. Pushing it quickly does just turn it between IG-I and off.

Sorry, I was going from memory there and maybe it's different on 2009 vs 2011 models... here's the 2011 manual, instructions are on page 79:

Ignition modes
The various ignition modes are accessed with
the remote key in the ignition slot.
Position
Function
0 Odometer, clock and temperature
gauge are illuminated. Steering
lock is deactivated. The audio
system can be used.
I Moonroof*, power windows,12-
volt sockets, navigation system*,
climate system blower, ECC,
windshield wipers can be used.
II The headlights come on. Warning/
indicator lights come on for
5 seconds. All equipment operates
apart from heated seats and
rear window defroster, which
only work when the engine is running.
III The starter motor will operate
until the engine has started.
NOTE
The brake pedal must not be depressed
when accessing ignition modes I or II.
Ignition mode 0
 Insert the remote key in the ignition slot and
press it lightly. It will be drawn into the slot.
WARNING
The ignition key should always be fully
inserted in the ignition slot when the vehicle
is being towed to help prevent the steering
wheel from locking.
On vehicles with the optional keyless drive,
the remote key must be in the passenger
compartment and the driver's door must be
closed.
Ignition mode I
 Press the remote key into the ignition slot
and press START/STOP ENGINE briefly.
Ignition mode II
 Press the remote key into the ignition slot
and press START/STOP ENGINE for
approximately 2 seconds.
Ignition mode III (engine start)
Start the engine, see page 107.
Stopping the engine
 Press START/STOP ENGINE. (If the
engine is running and the vehicle is moving,
keep the button depressed until the
engine stops).
