No the fuse doesn't control the amount of power sent, it just pops when the power goes above a certain level. Leds use such little power that any residual power in the line is enough to power it. They should turn off in a few minutes.

Yeah, they haven't gone off since I installed them Saturday.

Probably related to the greatly reduced current draw and the modules that drive the electronics for the lighting.
Folks who switch to LED's in the taillights have to add resistors to keep from setting lamp out codes.
