Take off the fog light grill.
Reach behind the bumper and twist the black assembly counter-clockwise while holding the foglight housing from the other side.
Metal clamp holds each bulb in place inside the housing.

And pray the metal clamps don't bend and allow the whole back of the light to come off, like mine. I believe this is a common problem, have some silicone ready to put it back together.

make sure when you are turning counter clock wise, push the cap inward a little bit while holding the fog light assembly. BTW, I didn't need to take off the fog light grill. Mine was shut tight, so I used one of those belt wrenches.

Yes push forward while turning and be gentle, the seal on the housing of mine ripped off and is now wasted.
Speaking of, has anyone tried to change the entire housing unit? The torx screws holding it in place are complete inaccessible. The top ones can't be reached and alternatively the right torx screw for the passenger's side fog light is behind the windshield washer reservoir. There is no room to get at the screws. I guess removing the reservoir is necessary, right?

Actually, my fog light was somehow corroded, and I have to replace it, which mean replacing the whole thing. I just need the black part with the bulb that turns couter clockwise, but unfortunately, you have to replace the whole thing, which according to the dealer means, removing the bumber. I have pictures of my fog light, and what's wrong with it... The dealer removed it to show me, so basically I have to replace it if I want two working foglights.
How does one add pictures to this forum?

Many ways to do this. I use Photobucket. Sign-up (free!), upload your picture and then click on "IMG Code" under your uploaded pic, copy, and paste in your message.

Also, I did manage to get the fog light out without removing the bumper but it was a total b*tch. There is almost no finger room in there and I probably won't be able to get the new one back on, but we'll see.
Now, for my last couple pictures, this might explain why our foglights don't really provide a lot of light. For starters there are two sets of lenses the light goes through. Also, the bottom half is completely blocked out. I'm new to the lighting game, but why in the world would it be like this!? Hopefully the picture shows what I'm trying to describe...

Ya well, pretty much describes my experience; my fogs have been sitting on the bench for the winter as they are really quite sandblasted. Polished them up a little, I'm embarassed the say it took me some scrubin' to discover that they're glass!

Can someone explain (if anyone knows) why this metal piece is blocking off half of the light from the bulb??? In case it was not clear from the photo, the bottom half is the portion blocked off not the top. This is a passenger's side fog light.
I don't have the pictures know because I'm at family's for Easter dinner, but I went ahead and used a dremel tool to cut out this metal part. I am going to try to find a good metal-metal glue and try to repair the fog light housing myself before buying a brand new one. I will post photos afterwards. Maybe, just maybe, the fog light will really be bright and an actual aid for driving. If that happens, it'll mean I'll have to take apart the driver's side too.. lol

The shield is used to cut-off the light output above a certain level -- this is crucial as fog-lights are for illuminating lower levels. Don't touch the shield.
Edit:
The first lens (the object inside the housing) is to even disperse the illumination across the housing and provide a nice, equal output with minimal hotspots.
