So here's my problem. I brought the car in to have the fuel pressure sensor recall done but could not leave the car. The techs said they could not do it because the engine bay was too hot and I would need to come back when I could leave the car or stay until it cooled down.
I said that's fine I'll come back. But apparently they listed the recall as being completed in the computer, so now it is in the Volvo system as my car being completed. Dealership has changed ownership, and all they keep saying to me regardless of my explanation is that it has been done.
I took the cover off and took a picture of my fuel pressure sensor (PN: 8699449). I was planning on writing an email to Volvo Cars North America, but I'm not sure who to exactly email or if I should bring the picture to the dealership. A new fuel pressure sensor is like $200.00.

Re: How to handle FPS recall that hasn't been done but says completed in computer. (SHIFT_S60R)

Possible your car didn't have the bad sensor?
Not all cars in the 2003-2004 S60 Chassis Range 235112 – 372809 or V70 286155 – 404037 are affected.
But it clearly was eligible for recall 181 and they marked it as being done there is a record of the warranty work and they can pull the info up and see when and where it was done. If they said they did it and didn't, that would be easy to fix. There is a record if any warranty or recall work is done.

My chassis number is 321909, which I believe falls in the range. I do not think they would have brought my car into the bay to start work if it wasn't covered in the first place. Where I'm having trouble is that the service managers look it up in the system, and since it says it is completed, they won't go any further with it. I am not sure how to proceed. I feel like I'm at a dead end on this one. It seems as if the dealership wanted to charge the time to something so they used the recall charge number, which leaves me out of luck.
