I can't raise my hood completely without scraping the paint in the front corners of the hood. I have replaced and adjusted both hood hinges. I believe that the welds on the underside of my hood are "tired" and flex when the hood opens, so that the hood does not firmly pull away from the frame. Any suggestions would be greatly appreciated.

Your hood flexing near the hinges is common and Georges sugestion of afiberglass one may be premature. If you look at the area where the hinges are mounted, you may find some cracks in the metal. I had this problem and made some plates and had them welded in place.
The flexing may or may not be causing the scraping.
Are there any shims under the hinges where they mount to the radiator support? If so take some out and see if that cures the problem. If no shims, you may have to remove the hinges and then the stud from the hing and then remove some metal on the mounting surtace.
