Headlight Gremlins

Hi all

I need help! My low beams wont come on in the normal fashion of turning the headlight switch fully to the right. They will come on if i pull the hi beam switch.

I checked the fuses and they are good. I can hear the relay when i turn the headlight swith. Will a bad relay still make the clicking noise. What else can this possibly
be.
