Does anybody know if the Fuel management system sends voltage to the pump only during start up and when the motor is running? I'm having problems with my 98 V70 T-5 and when I hook a voltmeter to the fuel pump power connector, I get no voltage at on and then 10.91 when I activate the starter. I think I have a bad check valve because its hard to start sometimes and I have pitiful resting pressure at the rail, but I would hate to buy a new pump if the relay may be at fault. Thanks for any input.

Could be your ignition switch. The pump should start working with key in position II if I recall correctly. Electrical component of the switch is fairly cheap from fcpgroton.com.
