I have this annoying clunk sound when I yank the wheel left or right about 1/4 of a turn. It does it when the car is on or off, stopped or moving. I've narrowed it down the inner or outer tie rod or the rack and I like living so... how do I narrow it down without pulling the tie rod off (losing alignment) and wasting money replacing (possibly) good components? My guess is the inner tie rod (the one connected to the rack).

Sounds like inner, but you want to verify that its not the outer first.

Get the side you think up in the air. Grab the wheel at 3+6 wiggle it and feel for play. If you feel play, have someone else do it while you look at the outer end for movement, then squeeze the rack boot over the inner end and feel for movement. For the rack turn the wheel so that the the boot is fully extended. Squeeze the boot and try to move the shaft of the rack in any direction.
