Engine cooling fan not working 2007 XC90

Engine cooling fan not coming on--certainly when a/c compressor comes on and apparently even when coolant temperature rises to boiling at idle. Temperature is maintained at set point at cruising speed.

I measured 12.7 V at the plug to the fan connector on top passenger side of fan so I assume the fuse for the fan must be OK. Is there only one connector for power and signal to the fan assembly?

With a/c on the voltage at the signal connector is (I think) about 0.25 V. I'm not sure need to recheck. What is the signal voltage supposed to be when fan ON is called. Are there different signal voltages for a/c on call and for maintaining temp of coolant?

There was a recent failure of the voltage regulator leading to over-voltage. Could this have blown the module in the fan assembly?

you most likely need a new fan. You may want to check out the junk yard and pull one out or get a new one from ebay. They are not that expensive. A used one around $130, a new aftermarket (TYC 623120) around $200.

The indy Volvo specialist whom I have given the job to says I need a new fan assembly because on the 2007 MY XC90 the fan control module in the fan assembly cannot be replaced. He also says the radiator must be "partially" removed to get the fan out, and it comes out the bottom, he says. The price he quoted for the new fan assembly is a lot more than $150.

This is our only vehicle and I'm not up to doing this job myself.

Yes you need a new fan assembly and those places usually go with OEm part which will cost you $500 part itself, check out the link below from FCP.
I changed this fan on my 2010 XC60, same engine but differenf fan. I was able to pull it up but it was tricky a little bit. I didn't remove anything but if I do it again I would probably disconnect the radiator hoses especially the big one on passenger side.
This will cost you around 800-900 at that shop.
If you can find somebody to do it for you, you can buy this assembly on ebay for $200. TYC is a good brand, I have been using them and no issues at all.

The fan is bolted with two bolts on top, thats it. All you need to do is to disconnect the fan, remove those two bolts and try to pull up, you can't mess up anything. If it comes up, good for you if not, leave it alone. Like I said it won't hurt to try.
