I'm considering going with the BSR option because of the PPC flash/unflash option. I found a video clip of a car being "tuned" with a BSR ECU upgrade and noticed the dancing light show across the row of 4C buttons:

On cars with upgraded ECU's (BSR, IPD, etc), does each 4C mode retain it's own unique throttle setting or are they homogenized across the board after the flash? Does the ECU control this part of the 4C system?

The 4C buttons are controlled by the SUM.
The throttle response is controlled by the ECM.

Any time you start to put the car in "programming" mode (by sending out the CAN frame FFFFE FF 86 00 00 00 00 00 00 in rapid succession for a few seconds - tells the ECUs to shut the heck up) the SUM flashes the 4C buttons like that.

I'll leave the response to how the ECM tune is affected by the 4C setting up to someone at BSR - each ECM tune does things differently.

No. The PPC does not affect the 4C at all.
