I'm kinda new to the S40 and do not own one, but I know that IPD does one http://www.ipdusa.com . These guys have an excellent reputation in the Volvo aftermarket business.
I also know of two names known in the VW and Audi realm that have moved into some Volvo products, with Wetterauer and Air and Water Enterprises. I'll have to dig up their links.
I have no experience with any of these chips in an S40, so maybe someone who has can speak on it.
Good luck.
Like George said, I think that IPD USA might be your best source for ECU mods in the United States. You can also try out these places as well:

IPD USA

S.A.M. Thanks George and Drew. I'll heck those out. Basically I am trying to decide between a VW GTI or Golf and a V40 and I know that there are plenty of places to chip a VW. I've had enough of American and Japanese cars for a while. Wish I could afford a Viggen!
I strongly urge you to get a GTI or Jetta GLX over the Volvo. The quality is night and day between the two. You said you don't like Japanese cars, well that's what I hate about my V40. I couldn't figure out why it felt so Japanese until I found out it was a join project with Mitsubishi. The VW, even my old '99.5 Jetta GLS felt way better than the Volvo. I do not feel safer in the Volvo, it feels like and drives like a tin can. I'm trading it in in April for the new VW Passat.

With a Stage-3 upgrade for the V40, TME has gotten a 0-60 mph time of 5.92 seconds, with a top speed of 159 mph and low 14 second times for the 1/4 mile. Pretty impressive! I wonder how much this would cost though...
-Drew

I read about the three stage upgrade and once you upgrade the turbo, i/c, exhaust, ECU, filter, you could have bought a low end 5 series. My main issues with the v40 are the sedate blah interior, the lack of stick, and the fact that Euro and Asia get a 200hp version and we have to spend at least a grand to get there and risk warratny issues. I would really like to get a Euro hatchback and there are limited options in the US. Mental debate goes on.....
I do like the direction that Volvo is taking though.
