Deflector plate???
If there the metal rivets they have to be drilled. The plastic ones, you just push the pin lightly until it clicks, then the clip can be easily removed. Once there out reinstallion is easy just reset the pins up then push down once the clip is installed.

Re: (chinaonnitrous1)

it is the bottom piece which volvo calls a deflector shield......and yes i suppose it is the rocker panel...there are 3 rivets however.. and drilling out is not easy....i will have to take the wheels off......so how about some help on how to do this drilling out process......i dont have a full service garage either....and im not up on how to do pic posting w arrows and stuff....not necessary to be condescending as i am no webmaster....
So, answer the question already since we know what it is now....that is what volvo call it i was trying to be as concise as possible E.......
"I guess qns set me off"
2004 S60 R....."GSG"...

Then in that case.....
Find someone local that may be able to help you.
Ive changed my own skirt before, if your not comfortable with power tools and what not....
I understand. Have a local grease monkey do it!
If you were in California, i'd help ya out. You could technically just turn the front wheels to get better access to the rivet.
The back one, if there is one, may require an angle drill or an agressive set of side cutters to pry, bend and rip that rivet out.

I believe they are the same rivets I had to remove to put my mud Flaps on... a 20 year old drill and a semi sharp 1/4" Bit and I had no problem.
