I have a bit of wishy/washy behavior from my car regarding coming off center on steering.

I have new poly control arms and coil overs so it isn't any of that stuff. The tie rode ends feel ok slop wise but they are floppy. No boot tears.

Any suggestions where to start on this one?

Tires?
Tire pressure?
Comfort on 4C? Seriously, I was driving a couple weeks ago and it felt all boatish. I actually stopped and inspected my tires thinking I had one with low pressure, but when I climbed back into the car, I realized it was in Comfort mode. :/

Is this your first experience with winter tires?

Snow tires are generally a softer compound and will most always feel different from a harder compound summer tire.

Look at steering rack adjustment; I recently adjusted mine for the same symptom and resolved it.

Is there a procedure on VIDA for the rack or a good how to?

Steering rack adjustment?

Are you referring to a wheel alignment?

He probably isn't. Most steering racks have a pinion preload adjuster. As it wears it gets sloppy and causes odd behavior as you come off center.

It mimics a worn tie rod but without the shudder when braking.

I have done this on other cars but was unaware the Volvo had one

Ah, gotcha. In my opinion, I would advise against messing around with the preload and adjustments on racks.

Tighten it up too much, and you'll be buying a new steering rack.

I wouldn't mess with it - but this is a displeasing amount of wallow. I do know how this is done on other cars and it's not rocket science. You just have to be cautious.

Yes, it's pretty well explained in a service bulletin. It's an easy job with a 17mm socket once you get the sway bar out of the way. Tighten the nut no more than two increments.

I am getting a squeak when I turn the wheel. I may money shot this one and just do inner/outer tie rods, adjustment, and the joint
