I'm contacting Volvo about the program described here: http://vcic.volvocars.com/Expa...d.htm which the way I understand it, if a guy was going overseas for work (perhaps for 6 months... (very coy) maybe looonger) then the fella could get a Euro spec car after 6 months... say a D5 V50 when they become available.
Has anyone done this?

Yes, it can be done and yes they'll take your order for a V50 D5 right now.
For $23,325 before options.
Guy was amazed an American wanted V50 with this motor.
Re: Anyone experienced buying through "Expatriate Program?" (Dzljet)

I did the Expat program while in Denmark and bought both of our Volvos that way. Actually, I was under the impression that you can only get a US spec car that way, and then it has to leave the EU after 6 months. If you get a Euro spec car while in Europe, I don't think that's any different that buying a car the normal way from any dealer there.
