I have an 82 Volvo 240 DL with about 225k miles. More often than not, sitting at a stoplight, the engine will idle at 2000 rpm. I can let off on the clutch and slow the engine down to a more desirable 700 rpm, but often it will climb back up without much hesitation once I release the clutch. Sometimes it will stay at 700 rpm…

I don't think this is simply a matter of adjusting the idle screw - I think there is something else causing the engine to race. I'm looking to improve my gas mileage and this is definitely the first item on my list to fix! (15mpg in city driving)

Any help would be appreciated.
