The front lower plastic assembly that houses the fog lights is very flimsy. The fog lights can be easily moved. The fogs vibrate slightly at highway speeds, perhaps because the housing is experiencing airflow buffet. Is this normal? Sure seems like a weak design.

When you said the fog light is easily moved, do you mean the light itself? Or the lower plastic part of the bumper that can be flexed? If the fog lamp is vibrating, then most likely the screw has gotten loose. I believe most cars now-a-days are made with cheap bumper plastic that can be easily flexed, unlike the steel bumper they used to used back in the days.

Fog lights are secure and not loose. You are correct... the plastic "bumper" is very flexible, so much so that it seems to be fragile. Guess I'm a little surprised that Volvo is satisfied with this on their top line XC-90.
