Underneath the boot for the emergency brake is a 10 mm nut on a long rod. Tighten that until you have about 4-6 clicks before the brake engages. Do NOT make it too tight, your brakes will drag and heat up so much that they may then weld themselves to the emergency drum. Not fun.
I'm not familiar with the post RWD cars, but generally, if the cables are old and stretched you may have to first re-adjust them at the drum if you have adjusters there. If there's no adjustment at the drum and the cables are stretched then they'll have to be replaced.
