Well, I don't know much about the topic, but since no one else has replied I would say having the gauge read vacuum is not unusual.
I know from the www.vwvortex.com boards that its normal for the boost gauge to read vacuum under most conditions and that usually you're only in boost when driving hard or accelerating. If you're cruising on the highway at a constant speed, you should be in vacuum.
