OK, looks almost like the system for securing the air filter box on Gen1 cars, but perhaps more substantial. With Gen1 cars I know that the preferred method is a sharp upward movement to remove the lower portion of the assembly from it's fasteners. I seem to remember that some suggest using a socket to slide down over the the tabs as well.
Must be another method for compressing the tabs so that I can remove the lower portion of the assembly.

Not user friendly at all, I had to remove mine to replace a headlight bulb and it was pretty much of a joke gymnastic they put me through. As I recall, you just have to visually align the pieces that are to snap together and just push.
