Is there any potential for the wheel chair to fit into the car ? If so then the problem changes to finding a loading aid to get it into the car.
The unbraked trailer rating for the XC60 (like many recent model vehicles) is 1650 lb. There are many light trailers that with a 500 lb. load will be well below that.
You may be able to find a light utility trailer with a ramp. Or something with a tilting bed like this:

But that would require at least adding a plywood floor and a way to anchor the chair. Perhaps something like this might be worth considering:
They offer a wheel for the front which might be valuable to let you disconnect the trailer and push it around if you are in a tight spot or have trouble finding appropriate parking. This is also a more compact and possibly lighter trailer.
There is a note that says it may not work with some mid-wheel drive chairs which suggests that any trailer that uses a ramp might have the same problem. Perhaps as you start up the ramp the drive wheel gets lifted into the air or as you come over the top the chair rocks on the middle wheel.
If you do go the trailer route I think it is a good idea to get the wiring harness provided by Volvo. That way the car knows you have a trailer attached. I have towed light trailers with a number of Volvos over the years and seen things like automatic transmission shift patterns change when the trailer was attached. The one complication you might run into is that since they introduced the folding hitch the associated harness wants a connection to the hitch. It may be possible to get a harness for an earlier model year but getting appropriate software could be a challenge. Look for relevant posts in other threads or in the XC90 forum.
