Despite the comments it does come with 8.8 grade bolts. It has good enough quality to hold the R engine. I do not know about the 1000 capacity (probably an exaggeration) but the R engine is not even half that so all good.
It was $60 but if you have a coupon you can get it cheaper.
One thing I modified is the stud that locks the plate from not turning. I used a long drill bit and drilled through the other side of the pipe holding the mounting plate shaft so I can use a big long bolt. Now it feels secure.
I used plenty of bearing grease on the wheels and the plate shaft. Moves smooth.
I'm still looking for mounting bolts. So far I figured out 5 out of 8 holes. I'll post the specs once I'm done.
