Right that makes sense. Since it is in individual drive mode, and preselecting a drive mode seems a pretty huge component of driver profiles, were in a bit of a tricky situation if emissions standards indeed mandate starting up in comfort mode.
 
I really doubt that regulatory compliance has much to do with it. It has been hypothesized here, but we've seen nothing from any other source outside of end-users throwing out ideas to corroborate. But when you have no driver profiles (we are all effectively using the "guest" profile as described in the manual, and the guest profile is non-editable) there is no way to save, well, just about anything related to preferences. If you read through the manual sections on driver profiles, it is pretty clear that the intention is to make many of these settings available on a per-keyfob basis - but only when driver profiles are available.
I have no idea if it was regulatory related beyond what I have read here. I do know that the Volvo-rep here was pretty clear in a previous discussion on this not to expect it to be selectable as a default mode and even questioned someone who said it was possible on another car -- expressing skepticism that any manufacturer would be able to make it non-default. He consciously avoided directly addressing why Volvo had decided not to allow this. But there was no suggestion it was just related to the missing Driver's Profile feature.

BTW, it's easy enough for anyone to look at the original Owner's Manual which described all the features possible with Drivers Profile. I don't recall seeing anything that allowed you to change the default driving mode, but it's been 9 months since I last read it so I may be remembering incorrectly.

It can happen on any forum site from time to time in my experience.

Are you asking someone else since I already specifically said I have only read it here and have no idea if it's true. It's not my suggestion. I was clear the first time, then reiterated that I was only referencing the leading theory here in other posts and in no way endorsed it. But, again, a Volvo rep here has previously indicated not to expect it to be a user-selectable default. They studiously avoided stating why even when asked. If your really curious, you should search the forum. This has been a headed discussion in at least half a dozen topics going back to last June at least.

So I did a little digging and found an older copy of the manual, since the latest (v3) copy has basically no mention of driver profiles in it at all.

Many of the settings made in the vehicle will automatically be saved in the selected driver profile until it is modified. These settings include:

Changing driver profiles from the center display's Top view
• Power door mirrors
• The HUD (head-up display) position
• Climate system
• Locks
• Seats
• Voice commands and language
• Lights
A number of other settings can also be personalized.
Global settings can be changed but not stored in a driver profile.
There is no mention of any of the drive modes, which is indeed disappointing. The only hope is in the last two lines. What are the "other" settings mentioned and what settings constitute "global" settings?

To get the best MPG label value the car is certified with the Start/Stop function activated.
The US authorities does not admit that the car can be started without this being on as default.
That's why it can't be programmed in off mode.

Urgh, double post like others have been getting.
 
And here is another concerning start stop:

The function stop/start on will always be a better alt. for the consumption of your driving.
Our cars are certified with the Stop/Start function active why it is not possible to make the car "remember" that you put it in OFF or Sport mode.
We understand the inconvenience and are trying to find a good and acceptable solution from both ends.

Do they have their cars certified with it off? Not sure, just thinking out loud.
 
We have an Audi that remembers the status of start/stop. Not sure what certified means. Why would Volvo care to be certified if Audi doesn't and what does this certification actually even mean.
