I was reading that Jagrullar forum and apprently, thier is a remote start feature listed in teh 2013 V60 manual. They belive it might be software based according to the forum since it uses the existing PCC fob:

Remote Start the engine

The procedure for remote starting is described in the 2013 T5 Owner's Manual, but I haven't gotten it to work. I also haven't found anything in the My Car Settings that would affect this.

It is noted that its an optional feature but the only thing i dunno if its available on US models. This im curious about as to if it could be had on a MY12 if so.
 
its a option on the MY12`s but for some reason ( according to my friend that works @ the local dealership ) it keeps getting pushed back.. i had it set for instal & they called & told me about it
 
I asked about this as adoption for my 2012 S60. The remote start is listed as an option on the Global Volvo website, but not the US. The story from my dealer is that since remote start is not legal in all 50 states, Volvo chooses to not offer it as an option in the US.

That seems like bs. Lesser vehicles offer remote start. If it's simply a software thing then only allow the dealers in those states where it is legal install it. Pretty simple IMO. Seriously, Volvo. You're trying to have an upscale image then at least offer a common feature like remote start. I had remote start on my 2006 Chevy Impala a fees years back and it was very nice for those harsh winter days.
 
This remote start for Volvos has been going on now for quite a while. They say it's coming. So many cars now offer this, it is ridiculous that Volvo can't offer it. What is taking them so long. They are probably over engineering it trying to come up with some new "safety" angle.

I installed it myself in our prior durango ($100?), when we got the XC90, my wife really missed it. Now we're back in a new durango that came with it standard, and it is such a blessing for those really hot days. In hot FL, just remote starting the car walking down the parking aisle is sufficient to knock down the majority of the heat and get into a more comfortable car.
 
I've seen it on the accessories list for years and years, if I remember correctly. =\
